Fiscal Representation

Eurora™ is registered as an official VAT Intermediary by the Estonian Tax & Customs Authority and can represent you in 27 European Member States.

Eurora™ offers Fiscal Representation service for:

• Non-EU sellers and Marketplaces to collect VAT and pay it to the revenue administration via Import One Stop Shop (IOSS).

• Businesses selling goods already imported into and shipped within the EU via OSS (One Stop Shop).

Using IOSS allows one to go through consolidated customs clearance in one EU Member State. It enables quicker customs procedures and is more convenient for the consignee.

Using OSS scheme makes VAT administration easy as companies allowed to register for VAT electronically in a single-member state for all EU distance sales of goods and for B2C services; declare and pay VAT in a single electronic quaterly return to the member state they have registered for OSS.

Distance sales to the EU consumers by non-EU sellers will be fully subject to VAT from 1st of July 2021 as the import VAT exemption threshold (€22) will be abolished. The non-EU sellers can collect import VAT at the point of sale on consignments valued up to €150 through an ‘Import One-Stop-Shop’ (IOSS) scheme.

From 1st of July 2021, OSS will apply to all B2C distance sales taking place in EU member states. The OSS scheme applies if the goods have “EU status” – the imported goods must already be in free circulation in the EU. If any non-EU seller supplies such goods to EU consumers, it needs to register under the OSS scheme.

If OSS is not used, the only option is to register for VAT and fulfil VAT obligations in each country of destination of goods. Under the OSS, all goods sold directly to EU consumers can be declared, regardless of their value.

To opt in for IOSS, non-EU sellers will have to appoint a Fiscal Representative. Fiscal Representative is a tax registered company in the EU who acts on behalf of non-EU sellers for VAT reporting purposes.

Customs Service

Eurora™ offers Customs Broker service for non-EU businesses selling low valued goods to EU consumers.

The removal of the €22 VAT threshold on imports from 1st of July 2021 will have a huge impact on customs clearance. As result, all goods imported into the EU, regardless of their value, are subject to VAT and will have to be declared by submitting electronic customs declaration. For this procedure the “super-reduced data set” (H7 Dataset) is introduced. This simplified dataset is applicable for parcels valued up to €150. 

Centralized clearance in EU – Netherlands and Estonia

Under the Import One-Stop-Shop (IOSS) scheme, all low valued goods (up to €150) sold directly to EU consumers can be declared in one EU country, typically where the goods arrive to the EU. If OSS is not used, the only option is to declare the goods in each country of destination.  

Eurora offers centralized customs clearance solution in the Netherlands and Estonia, which means that the goods will be released and there is no need to clear the goods in each destination country. 

Eurora offers fully automated customs declaration process for online sellers and marketplaces that allows to declare huge number of individual consignments arriving to the EU. If the seller or marketplace is registered for IOSS, the VAT identification number will be indicated on customs declaration (H7 dataset) and the goods will be exempt from import VAT.  The validity of the IOSS VAT identification number is electronically verified by the customs authorities against the central database of IOSS VAT identification numbers.

Since Eurora acts also as an Intermediary for IOSS scheme, VAT due throughout the EU will be declared in a single VAT return on a monthly basis to the Estonian tax authority, indicating the destination countries and corresponding VAT rates and amounts.

HS Code Allocation

Eurora™ developed a HS 6-digit code classification service for its Intelligent Cross Border Compliance Platform to provide the necessary tools to submit a declaration with complete data.

This is an automated classification service built on top of an extensive science backed AI engine which automatically matches product descriptions with Harmonised System 6-digit codes under 100 milliseconds. Eurora™‘s AI engine processed over 350 million product descriptions and is continuously expanding our database of product descriptions mapped to approximately 5,300 HS 6-digit codes.

This service can be enabled via a simple API integration which can assign HS codes in real time in shopping cart.

The application interface (API) verifies that the provided HS6 code matches the product description. In case the HS6 code is not provided our API will assign the HS6 code that closest matches the product description.

Duty & Tax Calculation

Eurora™ developed a Duty & Tax calculation engine that enables full visibility of VAT and duty payable in any currency for the destination country in shopping cart. Eurora’s database covers VAT and duty rates, de minimis thresholds and active free trade agreements of approximately 31 countries to date and is automatically updated as changes are introduced.

This service can be enabled via a simple API integration in shopping cart.

The rates of customs duties are calculated by item specific or on ad valorem basis which is based on the value of goods. On 1July, 2021 the de minimis threshold of EUR 22,- will be removed in the EU which means that import VAT will be applicable on all imported goods.

Electronic Declaration

Eurora™ developed an Electronic Declaration service to manage the significant increase of declarations. This service automates the preparation of electronic declarations allowing for pre-lodgement to the respective customs authority. This is done through an intelligent transformation engine which consolidates the data sets sent by online sellers and turns this data into electronic customs declarations and exchanges the electronic declarations via interfaces with customs authorities or ICS2.

A customs declaration is an official document that lists and gives details of goods that are being imported or exported. In order to comply with the legal obligations and to place goods under a customs procedure, a customs declaration needs to be lodged.

On 1 July, 2021 the de minimis threshold of EUR 22,- will be removed in the EU. This means that all items that enter the EU will need to be declared which will lead to an unprecedented number of declarations. The only way to handle the increased volume will be via automated electronic declarations.

Denied Party Screening

To reduce this risk Eurora™ developed an automated screening service of denied parties which can be persons or entities that are on national or international restricted party lists. The Denied Party Screening service includes an extensive range of government and international agency issued lists and is continuously updated and all screenings and results are automatically logged.

A denied party list is a list of individuals and entities that have been denied export rights. Any dealings with a party on this list that would violate the terms of its denial order are prohibited. In the event a company, entity or person on one of the official lists appears to match a potential party in an export transaction, additional due diligence is required before proceeding.

Prohibited & Restricted Item Screening

In order to handle the multitude of restrictions by carrier or import/export country Eurora™ developed the prohibited and restricted item screening service. This is an automated screening service of prohibited and restricted items for export, import and transport.

Import, export and transport restrictions can include the more common restrictions such as toxic, flammable or hazardous products or shipping of lithium batteries which are classified as dangerous goods and need to meet carrier specific guidelines. However, not all restrictions are as straight forward as the examples above. For example in Estonia knives are allowed across the border with blades up to 8.5 centimetres but Germany allows blades up to 12 centimetres.
